How it works

From your supplier’s system to your ledger.

Every in-scope invoice follows the same five steps. Your part starts at step four.

1Your supplier issues the invoice

It’s created in the supplier’s system as a structured e-invoice, not a PDF.

2Their provider validates it

The supplier’s ASP checks it against the PINT AE format and mandatory fields.

3It travels over Peppol

The invoice is sent securely to your ASP on the Peppol network.

4You receive, match and pay

Your ASP delivers it into Zaggle, where it’s checked, matched to the PO and goods receipt, and approved.

5Tax data is reported

The providers report the invoice data to the Federal Tax Authority in near real time.

Where Zaggle fits

Your provider delivers the invoice. Zaggle does the rest.

Receiving e-invoices is only half the job. Checking, matching and paying them is where finance teams feel the change.

Structured invoice intake

PINT AE e-invoices from your provider land straight in accounts payable, with no re-keying.

Field and TRN validation

Mandatory fields, supplier TRNs and VAT are checked before an invoice reaches approval.

Matching on structured data

Line items are matched to purchase orders and goods receipts without reading errors from PDFs.

Credit notes and exceptions

Mismatches go to the buyer with evidence, and credit notes are tied back to the original invoice.

AED and multi-currency

Foreign-currency invoices are checked for the AED amounts the rules require.

Supplier readiness

See which suppliers are sending e-invoices and which still need a nudge before go-live.

Zaggle works alongside the Accredited Service Provider you appoint. Provider connectivity and integration scope are confirmed during implementation.

What is UAE e-invoicing?

A national system set up under Ministerial Decisions No. 243 and 244 of 2025. Invoices and credit notes for in-scope transactions are issued, exchanged and reported electronically in a structured format, through Accredited Service Providers on the Peppol network.

Who has to comply?

Businesses carrying out business-to-business and business-to-government transactions in the UAE, subject to specific exclusions. Transactions that are purely business-to-consumer are outside the initial scope.

When does it start?

A pilot began on 1 July 2026. Businesses with revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026 and go live on 1 January 2027. Businesses below AED 50 million must appoint one by 31 March 2027 and go live on 1 July 2027. Government entities go live on 1 October 2027.

What is an Accredited Service Provider?

A provider approved by the Ministry of Finance to validate, exchange and report e-invoices. Every in-scope business appoints one, and it is a long-term choice, so integration matters as much as price.

Do we need a provider if we mostly receive invoices?

Yes. Both the issuer and the recipient of an e-invoice must appoint an Accredited Service Provider, so buyers need one to receive e-invoices from their suppliers.

What is the five-corner model?

The supplier (corner 1) sends the invoice to its provider (corner 2), which validates it and sends it over the Peppol network to the buyer’s provider (corner 3), which delivers it to the buyer (corner 4). Tax data is reported to the Federal Tax Authority (corner 5).

Is a PDF invoice still acceptable?

For in-scope transactions after your go-live date, the structured e-invoice exchanged through the providers is what counts. A PDF or paper invoice on its own won’t meet the requirement, though a readable copy can still be shared.

Which format is used?

PINT AE, the Peppol international invoice specification adapted for the UAE, with mandatory fields set out by the Ministry of Finance.

Can invoices be in a foreign currency?

Yes, but amounts must also be shown in AED using the UAE Central Bank exchange rate, and the supplier is responsible for getting the conversion right.

Where must e-invoices be stored?

Electronic invoice records must be stored within the UAE.

What are the penalties?

Administrative penalties include, for example, AED 5,000 for each month a business fails to implement the system or appoint a provider on time, and AED 1,000 per day for failing to notify the provider of changes to registered data. Check the latest Cabinet decision for the full list.

How does Zaggle help?

Zaggle works alongside the provider you appoint, on the payables side. Structured e-invoices flow into accounts payable, where mandatory fields and TRNs are checked, lines are matched to purchase orders and goods receipts, exceptions are routed and approved data is posted to your ERP.

What should we do now?

Confirm your revenue band, appoint a provider, map your ERP data to the mandatory fields, clean up supplier TRNs and addresses, test end to end with your provider, and prepare your AP team and suppliers. The checklist above tracks each step.
